There is a really good website called http://fallout.wikia.com/wiki/Fallout_Wiki This site has everything from a 10mm round to a Mini Nuke, it has maps to help you on your quests, info about NPC's and Quests and has basicly everything in fallout on that site, telling damage of weapons at full condition and also defence of armor. This site is not all about modding but has alot of info for modders, for example the item ID's that you can use to swap items in the game using the complicator which I will be posting later on!
Fallout 3 Save Editor

Unzip to a directory and double click fo3edit.bat, required jre 1.5 or higher.
Features:
show/edit experience
list/edit inventory items
form id to save id lookups
dump inventory item flags
lists file offset for all data.

- The application now extracts the save file from the XBox container. Addresses displayed by the application are now relative to the savegame.dat file, not the FXS file. This fixes issues related to hash blocks being in the middle of data, such as the form identifier table.
- Supports databases for DLC. Thanks to Turk for provided the database files. The user needs to edit database.properties with notepad to map module ids to database files.
- Fixed a few bugs with inventory loading and experience loading (evil's save had a 7C in the middle of his experience field...not good as this is what i use as a field marker).
- New command: fsearch <description> - scans the database for form ids by description, so you can lookup items by description. Command provides form id, save id, and whether the item is in the form id table (so you know if you need to swap it in).
- New command: save - as a result of extracting the save file from the container, changes to the save game must be commited using the save command.
- Fixed command: setxp <xp> - now lets you set XP up to level 30.
I am working on a GUI, slowly, I don't have a lot of time to work on this right now, but I will do what I can.
When in the comand console type help to see a list of commands.

Why haven't I already? Didn't fancy the idea of f-swapping a few thousand ID's.
After much messing around, and many delays, I'm posting up the second version of Minuos' Patented Removable Pip-Boy save. There are a few things 'special' about this save, and they're listed below. It's been scanned for viruses on two computers, and came up clean. Comes in a .rar file, so you'll need to be able to extract those.
This save was intended for people with all DLC. If you don't have them, the save either won't work, or will load without that content.

Included is a single 360 save. To use this save, simply open the .fxs file in Modio and replace the ID's with ones from a save of your own. Don't forget to Rehash & Resign, just in case.
Notes & Info
Stat Changes
These changes aren't wild, or really unbalancing. Just a boost. You can change them before you leave, but this save was designed around things as they are. Also, changing sex/race may result in perks not working, or some values being reset. Be careful about that.
Item Changes
You'll soon find out that I've placed almost every item in Fallout inside respective containers in the Lone Wanderer's vault bedroom. This is true for both Vanilla content and DLC. This simply gives you some choice, so you can take what you like. If you like a lot, you're gonna have to walk out of the vault, I'm afraid. Small price to pay, right?
Also, note that I haven't added anything like the Liberty Prime weapons. Everything I've added (with a few exceptions, such as the .44 Magnum & quest items) can be dropped/placed in containers.
Perk Changes
Your player has almost every perk, including some quest perks and DLC/cut ones. I retained a few perks for you to pick as you level up, and some quest reward perks. I'd advise not adding to Luck until you get the perk which levels your -5 SPECIALS to 5. If you want all stats to be 10, don't get a Bobblehead until the respective stat is 9 (all will be raised to 9 when you choose the last perk).
Other Changes
The save itself presents one special thing. The top-left hotkey is for the Pip-Boy 3000. You can remove it and re-equip it at any time, meaning you can finally wear full suits of any kind (I loves me T-51b) but there are a few notes.
- You have to hotkey your chosen equipment before removing the Pip-Boy, then remove and re-equip them to get the full outfit.
- When you re-equip the Pip-Boy, it'll glow in a way that you can't see your inventory. Save and re-load to fix this.
- You can't use the Pip-Boy if you're not wearing it (surprise!), so if you think you're up against tough baddies, hotkey stimpaks or use the Pip-Boy for a while.
- If you don't want the Pip-Boy to be (un)equippable, overwrite the hotkey.
Final Notes
PC to 360 conversions have problems sometimes. This save is so early in the game because it's best if the wasteland loads for the first time on an Xbox. To make the save as '360' as possible, load it, delete it in-game then save in a new slot.
There's a chance that some item-removing quest stages may ruin the Pip-Boy hotkey, but I can't do anything about that, sadly (safe, untested, unsafe):
- I may add NPC's.
- I may add building items.
